It is known that the optimal (rational) way out of the problem situations that have arisen lies in the ways of a systematic, program-targeted approach: an interconnected system of blocks of measures that provide solutions to nodal problems through a range of targeted integrated programs. At the same time, a programmatic approach to solving emerging problems of ensuring the information security of the metropolis will be implemented taking into account the accumulated experience of developing various programs. The analysis of methodological and methodological aspects of the program approach is necessary to create a model of a target program (CP) for solving strategic problems.
In modern conditions, the role of the program approach in management has significantly increased. Programs began to be considered as a universal planning and management tool that performs the following functions:
- deployment and concretization of the holistic concept of the plan, ensuring a non-departmental approach to solving problems, taking into account such relationships that are not taken into account or can only be partially taken into account with the sectoral approach, ensuring the coherence of the actions of various links and the visibility of the links between costs and results;
- expansion of planning horizons through the introduction of a system of variant forecasts, concretization of combining the target aspect with the sectoral and territorial, strengthening the balance and proportionality of development by more fully linking goals with the possibilities of their implementation, increasing the social orientation of plans;
- overcoming departmental disunity;
- scientific justification of specific development goals, ensuring consistency in the activities of facilities focused on common tasks, ensuring adaptability and elasticity of plans;
- concentration and centralization of resource management to implement appropriate solutions;
- ensuring priority allocation of resources in favor of the most important areas of development;
- progressive change in the prevailing trends.
The analysis of methodological and methodological issues of the effective implementation of the program approach in solving problems allows us to form the basis for creating a model of the target program.
Developing a program to solve a strategic problem is a difficult task with many unknowns. Therefore, the preparation of such a program intended for practical implementation should be preceded by the development of its theoretical model.
Solutions to complex problems depend on a large number of constantly changing factors affecting each other, having different natures. Consequently, when developing a program model, it should be borne in mind that a number of its provisions will have to be clarified and finalized when forming the program itself, in order to take into account the specific conditions in which it will be implemented.
In the theoretical model, it is necessary to provide new directions, tools and methods that would contribute to the effective solution of problems in the future, try to propose additional measures for more reliable functioning of the system.
It follows from the above that the theoretical model should formulate a scientific idea of the optimal (rational) version of the software solution of a problem or a set of problems.
As the results of the study show, the theoretical model of the target integrated program includes the following main elements:
- justification of the initial provisions for the development of the target program;
- the proposed structure of the program with justification of its goals, objectives and activities;
- the main content of the blocks (subprograms);
- methodological issues of development.
The initial methodological provisions in the development of a targeted comprehensive program for the city of Moscow are the following:
- An integrated approach to the use of tools, methods, forms of overcoming a problematic situation. This approach includes various ways of solving problems. In turn, each of the directions also assumes an integrated approach as a necessary condition for its successful resolution. An integrated approach is due to the fact that a complex of different branches of science and practice contributes to the overall solution of the problem.
- Reality, feasibility of the program. Measures to overcome the problematic situation should correspond not only to the needs, but also to the possibilities of practice in modern conditions. In this regard, when deciding on the preparation of such a program, it would be necessary to provide guarantees for its implementation: the realism of setting goals and objectives, the concreteness and validity of recommended measures, forms, means; personification of responsibility for the implementation of sections and provisions of the program; the availability of control mechanisms for the implementation of measures outlined in the program; the possibility of adjusting the program during implementation; allocation of financial and other resources necessary for the development and implementation of the program.
- The citywide nature of the program. It seems that the program should be developed by the Moscow Government apparatus, which is due to a number of reasons:
- lack of sufficient experience in the formation of programs of this level in other units (administrative districts) (therefore, the problems that arise during its preparation must be resolved in the center);
- many urgent and promising measures are of fundamental importance for the development of the city, apply equally to all administrative districts and should be formulated uniformly;
- the program management should be centralized.
There are other arguments in support of the fact that the program should be citywide. However, this does not mean that administrative districts do not need to develop their own programs and plans. Only they should be compiled for a shorter period and contain only those measures that are necessary in specific conditions. The specification of such plans (programs) can be carried out through organizational measures, methodological recommendations, proposals for the implementation of positive experience.
- Directivity of the target program. This situation is due to the need to overcome the situation that developed in the previous period, when there were actually no bodies and officials interested in solving problems. For each subject of a more or less low level, the problem-solving program should be strictly regulatory in nature. This approach will neutralize to one degree or another the ingrained habit of working for the sake of the process, not the end result. At the same time, it is necessary to persistently look for mechanisms for identifying the goals of the program with the goals and interests of its performers, i.e., a mechanism for motivating and stimulating the effective activities of performers to implement the target program.
- The place of the program in the system of programs and plans is determined by its significance, availability of resources, and the possibility of implementation. It seems appropriate to develop any program in close relationship with programs and other documents that determine the life of the city at the present time and in the future, in the interaction of management bodies responsible for certain areas of information security and development of the city of Moscow.
When determining the place of the program, its connection with federal, regional programs, various targeted programs (scientific and technological progress, organizational and technical development, social development, etc.), which cover general processes in society and the metropolis, should also be taken into account. The impact of these processes on the development and implementation of the program should always be in the field of view of developers and performers.
- The period of implementation of the program. To determine the content of the program, the question of the period for which it should be developed is of great importance. Radical changes in the activities of the Moscow Government limit the theoretical and practical possibilities for accurately anticipating the development of the city of Moscow, for predicting changes in the life of the city for a long (10-15 years) period. This, of course, does not mean that promising areas in the program do not need to be developed. However, it is advisable to work out its content in detail for the transition period. It seems that the solution of promising issues should be provided for in the program in stages, depending on how much circumstances allow at the moment or will allow after some time.
The selected methodological provisions do not exclude the possibility of reasonable changes in the program in comparison with the theoretical model.
Taking into account the provisions considered, the structure of the program is determined, which is the organizing element in the model.
